Urban cities in the Middle East are facing challenges of increasing population, and scarce of resources that make these cities suffer from high rate of pollution, limited supply of water and energy, traffic congestion, lack of enough communication facilities, not enough space of residential and commercial areas, high rate of sickness and illness, and increase of crime. It is imperative that governments should develop solutions that improve the lifestyle of citizens in urban cities while reducing resource consumption. There is one option that governments could rely on ICT in order to be engaged in a city full transformation. In short, they must develop a roadmap for building smart cities in order to leverage and integrate ICT to create real economic opportunities and enhance the quality of their citizens life.
